Preset Names in Italics and Greyed Out

Lightroom presets will appear in italics and greyed out because Lightroom recognizes the presets as only partially compatible with the image you are editing. Please ensure that:

(1) You are editing a raw file (not jpeg or tiff).
(2) You are editing a supported camera raw file.

More Info:

For Lightroom Classic CC 8.1 and later / Lightroom CC 2.02 and later, Adobe added an option to "Show Partially Compatible Develop Presets." Without this option selected, Lightroom will hide presets it considers to be only partially compatible with an image (this is a main reason why presets are not appearing in Lightroom). With the option checked, partially compatible presets will appear, but the names will show in italics and will be greyed out.
